What is a “Hybrid Company” in Data Broker Compliance?

A hybrid company is a business that:

  • Acts as a service provider for some data (processing only on client instructions), and

  • Acts as a data broker for other activities (selling or licensing data independently).

Many companies misclassify themselves by focusing only on their service-provider role and ignoring broker activities.

If any activity within the entity qualifies as data broker activity, registration is required.
